I'm sorry to tell you but bureaucracies aren't known for their common sense. They tend to build whatever they can while in power and at the same time not repairing or replacing what needs to be. Just went to a school committee meeting last night, we haven't bought a new school buss in 10 years. Vehicles should be replaced on a revolving schedule, this should be in the yearly budget. Same with police, fire/rescue and highway vehicles. Roadways, buildings and bridges the same thing. Although they don't need replacing maintenance, paint, windows, roofs and repaving should all be constantly done. Instead we wait until what we have is unserviceable, then there's screaming and running around trying to float bonds (the city's word for a loan or credit card). Will there be emergencies, yes, most of the time though these issues can be foretold and addressed.
