NOTICE OF PUBLIC HEARING

A Public Hearing on the following proposed Ordinance will be held before the Ordinance Committee on Thursday, October 13, 2016 at 7:00 p.m. City Council Chambers, 869 Park Avenue, Cranston, R.I. pursuant to Section 3.12 of the Charter.

PROPOSED ORDINANCE 9-16-02 IN AMENDMENT OF CHAPTER 10.12.270 OF THE CODE OF THE CITY OF CRANSTON, 2005, ENTITLED “ONE-WAY TRAFFIC ON CERTAIN STREETS BETWEEN CERTAIN HOURS” AND CHAPTER 10.12.270 “ONE WAY TRAFFIC ON CERTAIN STREETS BETWEEN CERTAIN HOURS”

(Frances Avenue)

It is ordained by the City Council of the City of Cranston as follows:

Section 1. Title 10.12.270 of the Code of the City of Cranston, entitled “One-way traffic on certain streets between certain hours” is hereby amended by deleting the following:

(H. Between the hours of 7:00 to 9:00 a.m. and 2:00 to 4:00 p.m. Monday through Friday vehicular traffic upon the following street shall move in the following specified direction:

Frances Avenue, northerly from Fenner Street to Park Avenue.)

Section 2. Title 10.32.680 of the Code of the City of Cranston, entitled “Parking of vehicles with left-hand wheels to curb” is hereby amended by deleting the following:

(Frances Avenue, northerly from Fenner Street to Park Avenue.)

Section 3. This Ordinance shall take effect upon its final adoption.

PROPOSED ORDINANCE 9-16-04

IN AMENDMENT OF TITLE 10, CHAPTER 32 OF THE CODE OF THE CITY OF CRANSTON, 2005, ENTITLED “MOTOR VEHICLES

AND TRAFFIC” (Fales Street –

One way traffic between

2:00 – 3:00 pm Mon - Fri)

It is ordained by the City Council of the City of Cranston as follows:

Section 1. Chapter 10.12, Section .270 entitled “One-way traffic on certain streets between certain hours” is hereby amended by adding the following:

10.12.270 One-way traffic on certain streets between certain hours

E. On days when Cranston High School West is in session, traffic shall move in the following specified directions upon the following streets:

1. Between the hours of 8:00 a.m. and 9:30 a.m.: Lake View Road, easterly

2. Between the hours of 2:00 p.m. and 3:30 p.m.: Lake View Road, westerly

3. Between the hours of 8:00 a.m. and 9:30 a.m: Lake View Road, northerly

4. Between the hours of 2:00 p.m. and 3:30 p.m.: Lake View Road, northerly

5. Between the hours of 2:00 p.m. and 3:00 p.m.: Wine Street, northerly

6. Between the hours of 2:00 p.m. and 3:00 p.m. Fales Street, northerly

Section 2. This Ordinance shall take effect upon its final adoption.

It is ordained by the City Council of the City of Cranston as follows:

Section 1. Title 10.32.300 of the Code of the City of Cranston, entitled “No parking between 7:00 a.m. and 9:00 a.m. and 3:00 p.m. and 6:00 p.m.” is hereby amended by deleting the following:

[Miles Avenue, northerly side]

PROPOSED ORDINANCE 9-16-06 INAMENDMENT OF CHAPTER 10.40.070 OF THE CODE OF THE CITY OF CRANSTON ENTITLED “SOLICITATION ON ROADWAYS PROHIBITED” (PROHIBITION AGAINST DISTRIBUTION TO

OCCUPANTS OF VEHICLES)

It is ordained by the City Council of the City of Cranston as follows:

Section 1. Title 10.40.070 of the Code of the City of Cranston, entitled “Solicitation on roadways prohibited” is hereby amended as follows:

By deleting:

[Solicitation on roadways prohibited]

[No person shall distribute literature to, request donations from, or in any other manner perform acts of solicitation of any type directed at the operator or any passenger of any motor vehicle in a travel lane, including motor vehicles stopped at intersections or in obedience to any traffic control device, or any public street or highways within the state.]

And adding the following:

Prohibition Against Distribution to Occupants of Vehicles.

(a) Definitions. For the purposes of this section:

Roadway shall mean: The portion of a public street, road, or highway improved, designed or ordinarily used for vehicular travel and extending from one (1) curb or edge of pavement to the opposite curb or edge of pavement, including lanes commonly used for parking and including center medians and lane dividers.

Sidewalk shall mean: That portion of a public right-of-way between the curb lines or the lateral lines of pavement on the roadway and the adjacent property lines, intended for use by pedestrians.

(b) No person shall stand in or enter upon a roadway for the purpose of distributing anything to the occupant of any vehicle or for the purpose of receiving anything from the occupant of any vehicle.

(c) The distribution described in Subsection (b) is permissible to an occupant of a non-moving vehicle on the roadway adjacent to the sidewalk and if the person doing so is on the adjacent sidewalk.

(d) Nothing contained herein is intended to prohibit distribution by any person on a sidewalk, to another person on the sidewalk, or by and among persons in a city parking lot or city park.

Section 3. This Ordinance shall take effect upon its final adoption.

PROPOSED ORDINANCE 9-16-07

IN AMENDMENT OF TITLE 10, CHAPTER 28 OF THE CODE OF THE CITY OF CRANSTON, 2005, ENTITLED “MOTOR VEHICLE AND TRAFFIC” (Public Library Parking Lots)

It is ordained by the City Council of the City of Cranston as follows:

Section 1. Title 10, Chapter 28 entitled “Vehicles and Traffic, Stopping, Standing and Parking Generally” is hereby amended by adding thereto the following new section:

10.28.210 Cranston Public Library Parking Lots

It shall be unlawful to park any vehicle overnight in any of the parking areas associated with all Cranston Public Library locations.

It shall be unlawful to use any of the parking areas associated with all Cranston Public Library location for residential parking at any time.

Any vehicle violating this section will be subject to towing.

Section 2. This Ordinance shall take effect upon its final adoption.

IN AMENDMENT OF TITLE 10, CHAPTER 32 OF THE CODE OF THE CITY OF CRANSTON, 2005, ENTITLED “MOTOR VEHICLES AND TRAFFIC” (Ivanhoe Street at Auburn Street)

It is ordained by the City Council of the City of Cranston as follows:

Section 1. Chapter 10.32, Section .020 entitled “ Stop Intersections-Enumerated” is hereby amended by adding the following:

Ivanhoe Street at its intersection with Auburn Street

Section 2. This Ordinance shall take effect upon its final adoption.

IN AMENDMENT OF TITLE 10, CHAPTER 32 OF THE CODE OF THE CITY OF CRANSTON, 2005, ENTITLED “MOTOR VEHICLES AND TRAFFIC” “NO PARKING ON CERTAIN STGREETS –GENERALLY (Permit Parking)

It is ordained by the City Council of the City of Cranston as follows:

Section 1. Chapter 10.32.040 entitled “No parking on certain streets – Generally” is hereby amended by deleting the following:

[Park Avenue, northeast side, from Julia Street to Elsie Street]

Section 2. Title 10.32 entitled “VEHICLES AND TRAFFIC” is hereby amended by adding the following new section entitled “Parking Authorized by Required Permit on Certain Streets and at Certain Hours”

10.32.690 - Parking authorized by required permit on certain streets and at certain hours.

Park Avenue, northeast side adjacent to traffic island at front entrance to Cranston High School East, Cranston School Department Staff, school days, Monday through Friday, 7:00AM to 5:00PM.

Section 3. This ordinance shall take effect upon its final adoption.
