NOTICE OF PUBLIC HEARING

A Public Hearing on the following proposed Ordinances will be held before the Ordinance Committee on Thursday, July 11, 2019 at 6:30 p.m. City Council Chambers, 869 Park Avenue, Cranston, R.I. pursuant to Section 3.12 of the Charter.

PROPOSED ORDINANCE NO. 6-19-01 IN AMENDMENT OF CHAPTER 10.32 OF TITLE 10 OF THE CODE OF THE CITY OF CRANSTON, 2005, ENTITLED “MOTOR VEHICLES AND TRAFFIC” (Robin Hood Road at Pheasant Dr. 3 Way Stop)

It is ordained by the City Council of the City of Cranston as follows:

SECTION 1. Title 10.32.020 of the Code of the City of Cranston, 2005, entitled “Stop[ Intersections Enumerated” is hereby amended by deleting the following:

[Robin Hood Road at its intersection with Pheasant Drive]

SECTION 2. Title 10.32.030 of the Code of the City of Cranston, 2005 entitled ”Multi-Way Stop Intersections Enumerated” is hereby amended by adding the following:

Robin Hood Road and Pheasant Drive, 3 way stop

SECTION 3. This Ordinance shall take effect upon its final adoption.

PROPOSED ORDINANCE NO. 6-19-08 IN AMENDMENT OF TITLE 2, OF THE CODE OF THE CITY OF CRANSTON,2005 , ENTITLED “Administration and Personnel” (Tourism Commission)

It is ordained by the City Council of the City of Cranston as follows:

SECTION 1. Title 2 “Administration and Personnel,” is hereby amended by adding the following:

2.90.00 Tourism Commission

2.90.010 Created and Purpose

There is created a commission, to be called the Tourism Commission, the purpose of which is to promote the arts, culture, recreation, and tourism within the City of Cranston.

2.90.020 Members and Terms

The tourism commission shall consist of eleven members as follows:

- Two members of the City Council; one appointed by the majority party, and one appointed by the minority party;

- The Director of Economic Development;

- The President of the Greater Cranston Chamber of Commerce;

- One member of the Cranston Arts Commission, appointed by the Cranston Arts Commission.

- Two members of the public appointed by the Administration, one of which shall reside in Eastern Cranston, and the other shall reside in Western Cranston;

- Two members of the public appointed by the majority party, one of which shall reside in Eastern Cranston, and one which shall reside in Western Cranston;

- Two members of the public appointed by the minority party, one of which shall reside in Eastern Cranston, and one which shall reside in Western Cranston;

The appointees shall have three-year terms. All members of the commission may vote on any matter coming before the tourism commission, except as the ethics laws of the state of Rhode Island may provide. After a member had three consecutive absences without adequate reason, the commission may remove that member. Should a member be removed, the city council will make a new appointment.

2.90.030 Officers

At its first meeting the tourism commission shall elect a chair, vice chair and secretary who shall hold office for one year. At the anniversary of the initial meeting the chair or vice chair shall preside over the elections for chair, vice chair and secretary.

2.90.040 Meetings, Quorum, and Secretary

The commission shall hold an official meeting monthly and may hold special meetings as set by the commission. A quorum of six members shall be necessary for any action by the tourism commission. Provided a quorum is present, any item must be approved by a simple majority of voting members for said item to pass. The secretary shall keep an accurate record of the proceedings of the commission, and the tourism commission shall make and file with the city council a report of all activities at the city council meeting in February and July of each year.

2.90.050 Rules and Regulations

The commission shall establish such rules and regulations for its government and procedures consistent with the laws of the state and the ordinances of the city.

2.90.060 Powers and Duties

a) The commission shall be specifically responsible for, but not limited to, the following:

i) the mission of the commission shall be to promote tourism in Cranston;

ii) the commission shall be to ensure the continued development of a vibrant city through the promotion of culture, arts, and recreation to those within, and beyond, the City;

iii) the commission shall assist the city council and administration in promoting tourism;

b) The commission shall have the authority and power to solicit funds or grants from individuals, corporations and other government agencies. Such funds shall be deposited in the Cranston Tourism Commission account in the city budget, to be dispensed by tourism commission in pursuit of its assigned mission. Any dispersal of funds may occur only with the concurrence of the mayor. Should the mayor and commission disagree regarding the dispensation of funds, the dispute shall be submitted to the city council for final resolution. In all cases commission expenditures shall be subject to all provisions of law including local budget laws.

2.90.070 Policies

a) The commission shall operate as a nonprofit, nonpolitical organization devoted exclusively to its mission.

b) The commission shall operate in the general public interest serving the community as a whole. It shall serve no special interests.

c) The commission shall not endorse any commercial product or enterprise.

SECTION 2: This Ordinance shall take effect upon its final adoption.
