Site Investigation and

Remedial Action

for the Bellefont Pond Site in Cranston, Rhode Island

A Site Investigation Report has been completed for the Bellefont Pond Site In accordance with the Rhode Island Department of Environmental Management’s (RIDEM’s) Rules and Regulations for the Investigation and Remediation of Hazardous Material Releases (the Remediation Regulations). The purpose for the Site Investigation was to determine the extent to which historical activities at the Site may have resulted in exceedances of RIDEM’s promulgated soil criteria and groundwater objectives, and if so, what remedial actions must be taken to address the exceedances so that future designated uses of the property do not pose a significant risk to human health or the environment.

The proposed remedial actions for the property include the removal of surficial debris and contaminated soils and sediment from upland areas and along the pond banks. After removal, the affected areas will be regraded and restored to support enhanced native upland and wetland habitat. After the remedy is complete, a RIDEM-approved Environmental Land Usage Restriction (ELUR) will be imposed on the property to require, at a minimum, that the industrially-zoned lots remain industrially-zoned. In addition, the residentially-zoned area and the open space-zoned lot will be designated as open space. Until a reuse plan is developed for the property, it will remain fenced.

RIDEM has determined that the investigation and proposed remedial plan have adequately assessed the nature and extent of the environmental impact at the property and addressed all concerns in accordance with the Remediation Regulations. The final step in the remedy approval process is a 14-calendar day public review and comment period, ending 29 October 2018. During this time, the public may review RIDEM records pertaining to this property and submit written comments regarding the technical feasibility of the proposed remedial actions (see contact information below). In addition to contacting RIDEM for document review, a copy of the Site Investigation Report is available for review at the William Hall Public Library,1825 Broad Street in Cranston. Finally, to further support public review of the proposed remedial plan, BASF Corporation, the owner of the property and the responsible party for completing the remedial actions, will hold a public availability session regarding the project on 22 October 2018 from 6 to 8 pm at the Park View Middle School in Cranston, Rhode Island.

Comment submission and requests for additional review time must be received by RIDEM before 4:00 pm on 29 October 2018 and may be made using the contact information provided below. RIDEM will consider all substantive written comments prior to issuing its final approval of the proposed remedial actions.
