This is the single best piece I have ever read pertaining to the madness that is RI's budget. I used to think that the only way to significantly alter this madness was to change the state's system of taxation. Specifically, RI needs to substantially reduce (or eliminate) it's income tax, sales tax, or both. But this will not happen unless and until there is a change in the party affiliation of leadership at the state house. And this won't happen unless the confiscatory system of taxation changes because as long as you send money to Smith Hill, they will find ways to spend it. After all, everyone has a brother in law who needs a job. Correct, a vicious circle. RI's adults have the second lowest median education level of the six New England states, and also the second highest portion of it's adult population who were born and raised in the state and never left. Hence, we have a state full of poorly educated adults who have never experienced any other way of doing things, and are resigned to the fact that their state government is out to screw them. And they remain happy to pay for the experience.
