The man told police he parked his 2007 Toyota Prius in the lot of the complex around 8 p.m., July 17. He left for work on the morning of July 18 and noted that the vehicle was unusually loud upon starting the engine.

The victim completed a witness statement and informed police he wished to press charges if a suspect is apprehended.

DUI CRASH AT TARGET

Around 7:28 p.m., July 16, Warwick Police responded to Target, 1245 Bald Hill Road, for the report of a motor vehicle crash with no injuries. While en route, dispatch advised responding officers that both vehicles had moved into the parking lot in front of the Target.

Police said one of the drivers showed signs of impairment and allegedly observed multiple empty liquor containers inside the vehicle.

The driver was identified as Dennis Paiz Ruiz, 28, of 612 Plain St., Marshfield, Massachusetts.

Police conducted a series of standardized field sobriety tests.

Following the tests, Ruiz was placed under arrest.

“It should be noted that I observed 7 empty 1 ounce liquor containers commonly referred to as nips in the cup holder in the front of the truck as well as pouch on the side of the driver’s door,” Warwick Police Officer Andrew J. Chretien wrote in the arrest report. “I also observed two empty 12 ounce beer containers in the cup holders between the driver and the passenger seat.”

Ruiz consented to giving a breath sample for chemical testing.
Police said the first sample showed a BAC of 0.289 and the second sample showed a BAC of 0.274.

Ruiz was booked and processed and held in a jail until he could be seen by a Bail Commisioner.

Ruiz was charged with DUI of Liquor (BAC 0.15 or greater, first offense) and Driving with a Suspended License (second offense).
After meeting with the Bail Commissioner, Ruiz was released to Providence Police on an unrelated warrant.

DUI

Around 8:34 p.m., July 14, Warwick Police observed a gray 2004 Dodge Dakota traveling northbound on Warwick Avenue in the left lane near the intersection with Partition Street.

“I observed the vehicle to switch into the right lane without using a turn signal,” Warwick Police Officer Ryan E. Shirley wrote in the arrest report.

Shirley allegedly observed several other traffic violations and conducted a motor vehicle stop. After allegedly detecting the strong odor of alcohol emanating from the driver’s breath, police conducted a series of standardized field sobriety tests.
The driver was identified as Manuel F. Sousa, 49, of 149 Ohio Ave., Apt. 2, Providence.

Following the sobriety tests Sousa refused to take a chemical test. He was arrested, fingerprinted and photographed. Sousa was charged with DUI of Liquor (BAC unknown, first offense). He was also issued citations for Refusal to Submit to a Chemical Test (first offense), Turn Signal Required and Laned Roadway Violations.

DUI PATIO CRASH

Around 7:20 p.m., July 26, Warwick Police responded to Grid Iron Ale House, at 1599 Post Road, for the report of a motor vehicle crash.

“One of the reporting parties, advised that a male, whom she believed to be intoxicated, drove into the front outdoor patio at this location,” Warwick Police Officer Derek J. Hagopian wrote in the arrest report.
A patron of the business reported took the keys away from the driver, who was currently sitting in the bed of the involved vehicle, a red Dodge Ram 1500.

“The operator was described as a white male, bald, wearing sunglasses and a construction uniform,” Hagopian wrote. “Dispatch advised that no injuries were reported, but there had been four people on the patio at the time of the incident. A second calling party stated that the operator threw a beer can out the window of the red pickup truck while driving off of the highway, before pulling into the parking lot.”

The driver was identified as Raymond Rogala, 40, of 10 Simmons St., Johnston.

“Upon making contact with Rogala, I observed that his eyes were moderately red, blood shot, and watery,” Hagopian wrote. His speech was heavily slurred as I spoke with him. I detected a moderate odor of an alcoholic beverage emanating from Rogala’s breath as he spoke. I asked Rogala if he had anything to drink on this night in question, to which he replied that he had ‘a couple’ beers.”

Rogala consented to a series of standardized field sobriety tests. Following the tests, he was taken into custody and transported to Warwick Police Headquarters.

He refused a chemical breath test.

“It should be noted that, throughout the duration of Rogala in police custody, his speech was heavily slurred and he was unsteady on his feet,” Hagopian wrote. “I continued to detect the moderate odor of an alcoholic beverage emanating from his breath as he spoke.”
Rogala was fingerprinted, photographed and secured in a cell. He was charged with DUI of Liquor (BAC Unknown, first offense) and received a citation for Refusal to Submit to a Chemical Test (first offense).
