Students at Garden City Elementary School have created a colorful, 100-foot banner to adorn the fencing around the building as it completely transformed into a 21st-century learning space in the months ahead. Garden City students and staff will head to the Chester W. Barrows school building during the construction of their new educational home, which is due to open in 2023. On Tuesday, Mayor Ken Hopkins announced the city’s completion of a roughly $60 million bond sale that will finance the Garden City project and other capital needs. (Herald photos by Steve Popiel)
