When Monique Rice heard the racket before sun rise Wednesday she thought sanitation collection crews had dropped a bin, but then realized something more was happening at her neighbor’s home at 1987 Elmwood Avenue. When police arrived at the scene, her neighbor heard the driver yell “I give up,” yet when he got out of the cab he became combative and police had to taser him. Rice said had the van not hit a car parked in the yard it would have smashed into the house. Soon after police arrived at the scene another vehicle hit a utility pole on Elmwood Avenue.
