Warwick Police Log 11/18/21

DUI

At approximately 1:19 a.m. on Nov. 1, Officer Nicholas DeLuca was traveling south on Warwick Avenue when he observed a 2002 Dodge 1500 “serve outside its lane of travel multiple times in both directions.”

“I followed this vehicle, and observed [it] nearly strike the curb three to four times, while also swerving back over the center line of the Southbound left most lane several times,” the officer reports. “This vehicle accelerated and decelerated erratically multiple times with no other vehicles in its vicinity.”

The vehicle then stopped at a red light at the intersection of Church and Warwick avenues, DeLuca reports. When the light turned green the vehicle did not move for “approximately six to seven seconds.”

At that point, DeLuca initiated a stop and made contact with the vehicle’s operator, who is said to have had a “moderate odor of alcoholic beverage” on his breath. The operator also had “severely bloodshot eyes” and slurred his speech, according to the officer.

The operator is said to have denied consuming alcohol earlier that night and agreed to undergo field sobriety testing, which he reportedly failed.

David Mejia, 32, 93 Alverson Ave., Providence, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, Mejia is said to have refused a chemical breath test.

A subsequent records check found Mejia did not have an driver’s license and he had at least two prior convictions for driving without/expired license. It also revealed he was anted on an active bench warrant issued from Sixth Division District Court.

Mejia was issued a summons to appear in Third Division District Court on charges of driving under the influence and driving without/expired license, third or subsequent offense. He was also cited for refusal to submit to a chemical test and laned roadway violations. He was held on the warrant pending a court appearance.

Just after 2:30 a.m. on Nov. 2, Officer Michael Maccarone was traveling on Church Avenue when he observed a 2002 Jeep Grand Cherokee take a left turn without a signal as it approached the intersection with West Shore Road.

“I observed the vehicle to be drifting in the lane of travel left and right as well as operating at a low speed,” the officer reports. “However, the vehicle was observed to stay in the lane of travel without crossing over to any traffic lanes.”

A check of the vehicle’s registration found it was associated with a 2000 Pontiac. At that point, Maccarone activated his cruiser’s lights and attempted to initiate a stop, but the vehicle continued traveling on West Shore Road at a low speed. The officer reports the vehicle took a right onto Chesterfield Avenue without using a signal, and it then stopped after the cruiser’s siren was activated.

Maccarone made contact with the vehicle’s operator, who was reportedly “slurring his speech” and had “bloodshot, watery eyes.” The operator is said to have acknowledged consuming alcohol earlier that night and agreed to undergo field sobriety testing, which he reportedly failed.

Michael R. Lynch, 36, 15 Holiday Drive, Lincoln, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, he is said to have refused a chemical breath test.

Lynch was later released into the custody of a sober adult and issued a summons to appear in Third Division District Court on charges of driving under the influence and driving with a suspended license, third or subsequent offense. He was also cited for refusal to submit to a chemical test, improper use of registration, operation of an unregistered vehicle and turn signal required.

Just after 6:30 p.m. on Nov. 5, Officer Michael Bailey responded to the Narragansett Parkway area for a report of a hit-and-run motor vehicle accident. Dispatch advised the vehicle involved, a 2003 Chevy S10, was in the area of Narragansett Parkway and Warwick Avenue and was being followed by the reporting party.

Bailey located the vehicle and followed as it turned onto Warwick Avenue. As he followed the vehicle, he observed it “go over the double yellow line twice.” At that point, he initiated a stop, and during that process the suspect vehicle’s front passenger-side tire struck the curb.

Bailey approached the vehicle and made contact with its operator, who “was unsteady on her feet” and had “an odor of alcoholic beverage emanating from her breath.”

Officer Brittany Crabtree, who was also at the scene, writes in her report that the operator had “bloodshot, watery eyes” and her “speech was slurred and it was very difficult to understand her as she mumbled during her speech.”

The operator is said to have acknowledged consuming alcohol earlier that day and agreed to undergo field sobriety testing, which she reportedly failed.

Effie G. Wheeler, 51, Preston, Connecticut, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, she is said to have refused a chemical breath test.

Wheeler was later issued a summons to appear in Third Division District Court on a charge of driving under the influence. She was also cited for driving after denial/revocation/suspension of a license for certain violations, failure to stop for an accident resulting in damage to a vehicle, and refusal to submit to a chemical test.

Shortly after 1 a.m. on Nov. 7, Officer Evan Brown responded to the area of Cowesett and Post roads for a report of a 2004 Toyota sedan with heavy front-end damage operating eratically.

At the intersection of Post and Airport roads, Brown observed a vehicle matching the description. As he followed the vehicle, “it was clear that the right front tire was no longer there as there was heavy sparking due to the vehicle traveling on its rim.”

Brown initiated a stop in the area of Roseland Avenue and Post Road and made contact with the operator, whose eyes were “bloodshot and watery” and speech was “heavily slurred.” The officer also reports a “strong odor of an alcoholic beverage” was coming from inside the vehicle.

The operator is said to have agreed to undergo field sobriety testing, which he reportedly failed.

Greg P. Healy, 67, 20 Penrose Ave., Providence, was arrested for suspicion of driving under the influence and transported to Warwick Police headquarters for processing. While at headquarters, he is said to have agreed to undergo chemical breath testing, which reportedly found his blood alcohol level to be above the legal limit.

Healy was later released into the custody of a sober adult with a summons to appear in Third Division District Court on a charge of driving under the influence. He was also cited for driving an unsafe motor vehicle.

Brown reports that officers searched the area Healy had traveled in an effort to locate the source of his vehicle’s damage, but they were unable to find an “substantial damage” to vehicles or highway fixtures along the route.

TRESPASSING

Shortly before 6 p.m. on Nov. 1, Officer William Holz was conducting a patrol at the Radisson Hotel on Post Road when he observed a 2010 Toyota Corolla in the rear parking lot with its driver’s side door “slightly ajar.”

“Standing in between the door and interior compartment of the vehicle was a male,” the officer reports. “As I drove by, the male quickly pushed up his head and looked towards the direction of my marked patrol car. The male then suddenly closed the car door and hastily walked back to the hotel.”

Through a check of the vehicle’s registration, Holz found its registered owner has listed as having a suspended license. Through DMV photos, he identified the man who had walked away from the vehicle as its owner. The man was also found to be the subject of a no-trespassing order for the hotel.

The man had at that point left the area, and Holz reports he began searching in an effort to locate him. As he circled back around, he observed the man enter the Corolla and drive out of the parking lot. When the vehicle traveled onto Post Road, the officer initiated a stop.

Holz then contacted hotel staff, who indicated the hotel wished to press charges for the no-trespassing order violation. The officer reports he took the man into custody and conducted a search of his person, which uncovered “several orange capsules and several blue capsules” inside a prescription bottle. Those pills were later identified as amphetamine and dextroamphetamine, according to the officer, in a total quantity placed at 3.5 grams.

Kevin K. Erazo, 22, 9 Meeting St., Coventry, was arrested on charges of trespassing and possession of a Schedule II controlled substance and transported to Warwick Police headquarters for processing. He was also cited for driving with a suspended license, second offense. He was held pending an appearance in Third Division District Court.
