This is only a partial truth, that is what councilman Stycos does, I live in Ward 1 and work at the Library and as I understand it there was a decision issued by the cities attorney that allowed Councilman Farina to do the right thing and the Democrats used a procedural loophole to stifle this so they could pass it themselves in an election year.
