Couple of issues with your comments:

#1. Having a mental eval to get a gun will not work. Someone perfectly sane today may be nuts next week. A psyche test for a police officer has a one year validity for instance.

#2. PTSD. Where to start. PTSD has many forms. About 24% of soldiers in a combat zone will experience some form. Only a small percentage will be affected to a level of which you speak. Many people with mental illness and PTSD walk among you with no chance of harming anyone. PTSD can be someone having trouble sleeping that will go away. It is a normal response to an abnormal event.
