All worthwhile ideas, in theory.

An election runoff would be the MOST likely to happen. An IRV using a point system; if there were six candidates in a 2016 election it would be based using a six point system, I presume. if there were only two candidates, a two point system. Would the same apply to primaries? Would you limit the number of rankings a voter could make(i.e. maximum of 4)? Voters don't understand(or want to take the time to) the existing system, never mind one that would have multiply choices based on a ranking system(lesser of numerous evils?). One voter/one vote is the FAIREST system; if no one achieves a majority, have a runoff among the top two vote getters.

One Statewide teacher contract; those under existing contracts in higher paying communities/districts would want to keep/continue what they already have. Those in lower paying districts would want what the higher/highest paying districts have. It's unlikely that there would be much, if any, overall savings achieved.

A State bank? Unlikely that the current custodians of State funds would allow it/their lobby would be substantial.

Legalization of marijuana would be hurtful to the authorized medical marijuana centers that are open/will be open in the foreseeable future; let the existing centers be the only ones authorized to legally sell it. The government, in general, doesn't manage operations as well as privately run entities do-let them run it & collect a sales/use tax on behalf of the State & remit it to the State.

To obtain what is desired requires cooperation & agreement; chip away at it is your best hope.
